For a German group winding down a UAE operation, the local team may be reduced before all queries are resolved. Nominate a custodian who can still access the records and coordinate responses. Documents should not be left solely in a departing employee's mailbox or an accounting subscription that is about to be closed.

The review should consider transactions around the proposed cessation date, including later credit notes and payments. Identify which facts may affect the final reporting position and assess them under the applicable requirements. A proposed date should be supported by evidence, not chosen only to match a convenient group reporting cut-off.

Keep the application, decision and final supporting schedules together. Until the status and remaining obligations have been confirmed, management should continue monitoring notices and required actions.
